"Haha what if Agent Powers unknowingly has a one-sided crush on human Bill" is all fun and games until I realize there's enough material there to support a whole subplot.

Bill doesn't want the X-Files squad to haul him to Area 51. The Pines don't want to get arrested for any Stan-or-Ford-related federal crimes. A government agent in town for unknown purposes is a common enemy. They need... a spy.
